U.S. Treasury Says U.S. ‘Will Win in the Digital Asset Stack’ as Clarity Act Stalls

U.S. Treasury Says U.S. ‘Will Win in the Digital Asset Stack’ as Clarity Act Stalls

U.S. Treasury Secretary Scott Bessent said Tuesday that American leadership in digital assets could reinforce the dollar’s global position, even as Congress has stalled on the market-structure legislation meant to govern them.

Speaking at Ripple’s Swell conference in New York with CEO Brad Garlinghouse, Bessent argued that the foundations of reserve-currency power are shifting. For much of modern history, he said, the dollar’s dominance rested largely on military strength.

“We will keep our military umbrella, but increasingly, it becomes a technological umbrella,” he said.

He grouped digital assets with artificial intelligence and semiconductors as areas where the United States and China are competing to build dominant infrastructure, and suggested the financial rails countries choose will shape the dollar’s reach.

The most concrete link he drew runs through stablecoins, dollar-pegged tokens whose issuers typically hold reserves that include U.S. Treasury securities. Bessent said stablecoins could give people in countries with high inflation or volatile currencies easier access to dollars.

CoinGecko data puts the share of stablecoins denominated in dollars above 98%, with Tether’s USDT and Circle’s USDC the largest. Bessent himself put the figure above 90%. The exact number differs, but the dollar clearly dominates the category.

— Bitcoin Magazine (@BitcoinMagazine) October 28, 2026

Bessent has also argued that stablecoin reserves could increase demand for Treasury debt. Last year he suggested stablecoins could generate $2 trillion in short-term demand for Treasuries and bills. That projection depends on how quickly stablecoin supply grows, what reserve rules apply, and how issuers choose to invest.

Bitcoin traded around $80,000 to $81,000 this week ahead of the Federal Reserve decision. Bitcoin advocates have long argued that a neutral, non-issuer asset offers something different from dollar-pegged tokens.

Broader crypto legislation trends

The regulatory backdrop is more uncertain. The Comptroller of the Currency has finalized its rule implementing the GENIUS Act, which sets requirements for payment stablecoin issuers. The federal framework takes effect January 18, 2027.

The broader CLARITY Act, which would establish market-structure rules for digital assets, failed a Senate procedural vote on September 15, 49 to 50, short of the 60 votes needed. Disputes included ethics provisions related to federal officials’ crypto interests and stablecoin yield.

Banks and the White House clashed over those yield terms.

Treasury Bessent’s willingness to work around Clarity Act failure

Bessent called the setback disappointing. He said Treasury could work with the Securities and Exchange Commission and the Commodity Futures Trading Commission to address regulatory gaps. “At Treasury, we have a lot of convening powers,” he said, describing the agencies as “great partners.”

He also said regulators could set guardrails to prevent banks from cutting off crypto firms, a practice known as debanking.

“I think we can set up regulatory best practices, guardrails that will prevent that from happening again,” he said.

Those remarks did not set out a formal plan, working group, or timeline. Agency action can clarify rules within existing authority, but it lacks the permanence of an act of Congress, and it can be reversed by a future administration.

Next week’s midterm elections could further stall the CLARITY Act, according to TD Cowen.

Capital Research Raises Metaplanet Voting Stake To 11.11%

24 October 2026 at 12:00

TL;DR: Capital Research and Management’s reported Metaplanet voting stake reached 11.11% as of October 16. Both a larger holding and a share buyback affected the percentage.

Metaplanet has disclosed that Capital Research and Management crossed the 10% voting-rights threshold, based on an investor report.

The company’s October 23 notice puts the investment adviser’s reported position at 143,301,084 shares as of October 16, equivalent to 11.11% of voting rights. The September 8 comparison showed 125,455,820 shares and a 9.32% stake.

The two snapshots show 17,845,264 additional reported shares. That arithmetic does not date individual trades or establish a new corporate Bitcoin purchase.

Both Sides Of The Ownership Calculation Changed

The percentage also reflects treasury shares acquired in Metaplanet’s October 14 buyback, which reduced the voting-rights denominator.

Ownership percentages are fractions: the investor’s holding sits above the total carrying voting rights. Increasing the first figure or reducing the second makes the percentage larger, so comparing the percentages alone can obscure what happened.

Voting power also answers a narrower question than economic exposure: how much influence accompanies a holding. Share classes, treasury stock and financing claims can make a simple percentage a poor substitute for analysing the investment.

Metaplanet relied on the investor’s October 23 change report and said it had not independently confirmed beneficial ownership.

The Buyback Puts Share Count In Focus

In a separate October 14 announcement, Metaplanet disclosed the completed repurchase of 73,981,400 ordinary shares at ¥261 each, costing ¥19.309 billion. The transaction used the Tokyo Stock Exchange’s ToSTNeT-3 off-auction repurchase system.

The broader authorisation permits up to 200 million ordinary shares and ¥60 billion of purchases between October 14, 2026 and October 13, 2027. Those are programme ceilings, not an assertion that the entire amount has already been spent.

The company linked its repurchase policy to capital efficiency and Bitcoin holdings per share. That framing is significant for treasury-company investors because the number of shares participates directly in their economic exposure to corporate assets.

A shrinking share count can increase an asset-per-share measure even when the underlying asset balance stays unchanged. Conversely, raising capital through new shares can expand the balance sheet while changing each existing share’s claim on it. Neither calculation alone establishes whether a transaction creates value after its financing costs.

There is also a distinction between a listed equity and personal coin ownership. Holding shares on an exchange introduces corporate financing, governance and management decisions alongside exposure to a company’s Bitcoin strategy. Direct custody of coins has a different set of responsibilities.

For shareholders assessing that strategy, the useful comparison therefore extends beyond total coins held. It includes the shares sharing those assets, obligations against the balance sheet and the price paid to obtain the exposure.

Metaplanet Bitcoin Investment Clears Super League Shareholder Vote

20 October 2026 at 12:10

TL;DR: Super League shareholders have approved proposals connected to Metaplanet’s plan to contribute 2,100 BTC and cash to a new US-listed Bitcoin treasury platform.

Metaplanet’s proposed American Bitcoin treasury vehicle has moved a step closer to reality, but the transaction has not yet closed. Super League Enterprise said shareholders approved the relevant proposals at their annual meeting on October 16, clearing an important hurdle in the arrangement announced earlier this year.

Under the deal, Metaplanet’s US subsidiary would contribute 2,100 Bitcoin and $2.5 million in cash to Super League. After closing, the Nasdaq-listed company is expected to change its name to Superplanet and trade under the ticker SUPA.

The arrangement gives the Japanese Bitcoin treasury specialist a potential US capital-markets platform, while Super League would retain its existing advertising and media business as an operating segment.

Importantly, the shareholder vote is not the same as completion. Regulatory filings, Nasdaq requirements and other customary closing conditions remain outstanding, with the companies currently targeting the fourth quarter.

The proposed structure also raises questions that extend beyond the Bitcoin price. Investors will need to watch how ownership is allocated, how additional capital could be raised and whether the operating business changes the risk profile of a Bitcoin-heavy public company.

For now, the news is a procedural milestone in an unusual cross-border deal — not evidence that 2,100 BTC has already arrived on the balance sheet.

Bitmine Ethereum Treasury Tops 6 Million ETH After Another Weekly Purchase

20 October 2026 at 11:20

TL;DR: Bitmine says its Ethereum holdings reached approximately 6.04 million ETH after it added 12,535 tokens over the past week.

Bitmine Immersion Technologies has pushed its Ethereum treasury past the six-million-token mark, reporting holdings of 6,041,481 ETH as of October 18. The company said it acquired another 12,535 ETH during the preceding week.

The size is striking even by corporate crypto-treasury standards. Bitmine describes its position as roughly 4.9% of Ethereum’s circulating supply and says more than five million of its ETH are staked.

That staking component matters. Unlike a Bitcoin treasury that generally depends on price movements, a large Ethereum holding can also earn network rewards by participating in validation. Rewards are not risk-free, however, and the economics depend on staking performance, technical operations and protocol conditions.

Bitmine valued its wider portfolio of crypto assets, cash, marketable securities and other investments at about $15.1 billion. Its holdings therefore represent a substantial bet on Ethereum as both a long-term asset and a productive network.

The company’s disclosure offers investors a clearer look at the scale of that wager, though headline token counts are not the same as shareholder returns. Equity valuation, financing arrangements and the market price of ETH all affect what ownership in the company is ultimately worth.

As more listed firms build dedicated crypto treasuries, those distinctions are likely to become increasingly important.

Strive Adds 1,223 Bitcoin As Corporate Treasury Reaches 36,818 BTC

20 October 2026 at 10:30

TL;DR: Strive purchased another 1,223 Bitcoin over two days, taking its reported holdings to 36,818 BTC in a fresh SEC filing.

Strive’s Bitcoin buying spree continued through the middle of October. In a filing dated Monday, the company disclosed the purchase of 1,223 BTC between October 14 and October 16, bringing its total reported holdings to 36,818 coins.

The latest purchase cost roughly $100 million at an average price of about $81,734 per Bitcoin, according to the company’s figures. It followed an earlier acquisition of 2,822 BTC in the same week, showing how aggressively the corporate treasury strategy has accelerated.

The size of the holding puts Strive among the largest publicly traded Bitcoin owners. That creates an unusual relationship between the company’s shares, its balance sheet and the price of Bitcoin: investors are evaluating not only the coins it holds, but also how management finances future purchases.

Preferred shares, equity issuance and other capital-market tools are increasingly central to the treasury-company model. They can give firms more ways to acquire Bitcoin, but also raise questions around funding costs, dilution and the risk of buying into volatile markets.

Strive’s announcement does not tell us where Bitcoin prices go next. It does, however, give a clear snapshot of one company’s conviction and the increasing scale of its exposure.

The key metric for shareholders will be whether that accumulation creates value per share, not just a larger total Bitcoin balance.

Crypto Industry Group Asks Treasury To Clarify GENIUS Act Rules For DeFi

20 October 2026 at 08:50

TL;DR: The Blockchain Association has urged the US Treasury to draw clearer lines around DeFi software, foreign stablecoin issuers and who could face liability under proposed GENIUS Act rules.

The fight over US stablecoin regulation is shifting from Congress to the details of implementation. In comments on Treasury’s proposed Section 3 rules under the GENIUS Act, the Blockchain Association has argued that a framework designed for regulated payment issuers should not inadvertently catch unrelated software and market participants.

One sticking point is the definition of a digital asset service provider. The association wants officials to distinguish customer-facing financial businesses from infrastructure such as self-custody software and validators that do not provide the same services.

It also disputes how the rules might define knowing participation in unlawful stablecoin issuance. Its position is that enforcement should require genuine knowledge and meaningful assistance, rather than interpreting ordinary secondary-market activity as evidence of involvement.

Foreign-issued stablecoins are another concern. The group says compliance requirements should rely on accessible regulatory information rather than assuming every service provider can investigate an issuer with which it has no direct relationship.

These are advocacy positions, not changes Treasury has adopted. Regulators still have to balance the industry’s request for workable rules against their responsibility to police payment products and financial crime.

The eventual language will help determine whether GENIUS Act compliance is mostly a challenge for stablecoin issuers or one that reaches much further into the surrounding ecosystem.

SkyAI Sells Its Solana Holdings And Launches $201 Million Buyback Offer

20 October 2026 at 06:45

TL;DR: SkyAI says it has sold all its SOL and started a cash tender offer that could cost roughly $201.3 million if fully subscribed.

SkyAI’s experiment as a Solana treasury company has taken a dramatic turn. Rather than simply holding through market volatility, the Nasdaq-listed firm says it has sold its entire SOL position and is offering to buy back as much as 95% of certain outstanding shares and warrants.

An October 19 filing with the Securities and Exchange Commission puts the proposed cash purchase price at $3 per share or warrant. If everyone eligible tenders the maximum amount, the purchase would total approximately $201.3 million.

The company disclosed $223.8 million in cash as of October 16 and confirmed that its Solana sales were complete by that point. Consequently, the tender offer is no longer conditional on the price of SOL — a material change from an earlier version of the plan.

The decision is noteworthy because many listed cryptocurrency treasury companies have spent recent months explaining why they intend to keep accumulating tokens. SkyAI is moving in the opposite direction and returning cash to investors through an offer whose terms are defined in its SEC documents.

Shareholders still have choices to make. The tender is scheduled to expire on October 29 unless it is extended or terminated earlier, and the offer remains subject to its stated conditions.

SkyAI’s move is not a verdict on Solana’s technology. It is a reminder that the capital structures wrapped around crypto holdings can change much faster than the networks underneath them.

Super League Stockholders Approve Metaplanet’s 2,100 BTC Investment, Paving Way for ‘Superplanet’

Super League stockholders have approved all proposals tied to Metaplanet‘s 2,100 BTC investment, clearing the way for the Nasdaq-listed company to be renamed Superplanet and become the Japanese firm’s U.S. Bitcoin treasury vehicle.

The proposals passed at Super League Enterprise, Inc.’s 2026 annual meeting of stockholders, held Friday and were disclosed Monday morning. The transaction itself was first announced in August.

Under the definitive agreement, Metaplanet, Inc. will contribute 2,100 Bitcoin and $2.5 million in cash through its wholly owned U.S. subsidiary, Metaplanet Holdings, Inc.

— Bitcoin Magazine (@BitcoinMagazine) October 19, 2026

In exchange, Metaplanet receives 44,859,400 shares of common stock at $3.00 per share, along with preferred stock and warrants.

At closing, Super League will be renamed “Superplanet, Inc.” and trade on Nasdaq under the ticker symbol “SUPA.” Its advertising and media activation business will continue as a distinct operating segment, and Matt Edelman will remain chief executive officer.

Among the measures stockholders approved were the issuance of common stock and warrants to Metaplanet and the corporate name change. The proposals also included an increase in authorized preferred shares from 10 million to 100 million, according to a summary of the meeting posted on X.

“Super League stockholders have voted to approve the proposed Metaplanet transaction, an important step in our transformation from a Bitcoin treasury company into a global Bitcoin-native financial platform,” Metaplanet CEO Simon Gerovich wrote on X.

“Upon close, Superplanet will be our U.S.-listed Bitcoin treasury platform, providing direct access to U.S. capital markets and greater flexibility to opportunistically raise capital.”

Edelman framed the vote similarly in the company’s announcement: “Their approval brings us one step closer to redefining what this company can become.”

Closing is anticipated in the fourth quarter of 2026, subject to customary closing conditions, including required filings with the Nasdaq Capital Market. The shareholder approvals represent a required step but not the final one.

Super League said the arrangement is intended to establish conditions governing Metaplanet’s ability to dispose of its equity holdings following the transaction. The company did not provide details of exceptions to those restrictions in its announcement.

Metaplanet held 43,000 BTC as of August 18, describing itself as the third-largest corporate Bitcoin treasury among publicly traded companies. The combined structure is intended to give the group two listed Bitcoin treasury platforms — one on the Tokyo Stock Exchange, one on Nasdaq — each with its own investor base and reporting currency.

Super League connects brands with what it describes as a 3.3 billion-person global gaming population through advertising and branded content programs across gaming and digital media platforms. Metaplanet is a Tokyo-listed company building Bitcoin-based financial products and infrastructure.

Shares of Super League moved higher on the news.

Strive Buys More Bitcoin, Crosses 30,000 BTC Mark

Nasdaq-listed Strive isn’t slowing down with its bitcoin buys.

The company now has more than 30,000 BTC after buying 3,311 coins last week, according to a Tuesday filing.

Strive now holds 32,773 coins worth $2.7 billion at today’s prices, keeping its position as the  fifth biggest publicly traded bitcoin company, according to Bitcoin Treasuries.

Strategy, Twenty One, Metaplanet, and MARA all hold more bitcoin than Strive.

Strive’s stock (ASST) was trading slightly lower on Tuesday. Unlike other treasuries, though, Strive shares are up significantly this year: year-to-date, ASST has risen by close to 60%.

A number of top bitcoin treasuries have seen their stock plummet this year since the price of bitcoin took a hit. Some top treasuries have had to sell bitcoin or rethink their model altogether.

Dallas, Texas-based Strive debuted as an official bitcoin treasury last year, following in the footsteps of software company Strategy, the biggest corporate holder of bitcoin.

Unlike Strategy, though, Strive hasn’t used debt to buy the cryptocurrency. CEO Matt Cole has described the company as debt-free with zero margin requirements and zero encumbered bitcoin.

Like with other digital asset treasuries, the idea is that investors can get amplified returns from Strive’s stock.

In January 2026, it completed the acquisition of Semler Scientific in an all-stock deal — the first instance of a publicly traded Bitcoin treasury company acquiring another such company.

The company was founded by former Ohio gubernatorial candidate and tech entrepreneur Vivek Ramaswamy.

Treasury Drops Crypto Surveillance Proposals

Treasury Drops Crypto Surveillance Proposals

The Treasury Department is scrapping two long-stalled crypto surveillance proposals, handing a major win to privacy advocates and the digital asset industry.

The Financial Crimes Enforcement Network filed notices Monday withdrawing its 2020 “unhosted wallet” rule and a 2023 plan to brand international crypto mixing a “class of transactions of primary money laundering concern.” Both notices are set to appear in the Federal Register on Tuesday.

In a Monday statement, the Washington crypto policy group Coin Center said the news was “a significant victory for financial privacy.”

“The definition of mixing was extraordinarily broad, sweeping in common techniques used by ordinary cryptocurrency users to preserve their privacy,” Coin Center said.

“And because FinCEN acknowledged the difficulty of determining where a mixing transaction occurred, we argued that risk-averse financial institutions would inevitably report even purely domestic transactions, with potentially severe collateral consequences for innocent users, including account restrictions or closures.”

The wallet rule would have required banks and other financial institutions to report certain crypto transactions above $3,000 and $10,000 when customers held the assets in unhosted wallets.

The mixing proposal cast an even wider net. It defined mixing as anything that obscured the source, destination or amount of a crypto transaction, sweeping in pooled funds, split transfers, single-use wallets and even swaps between assets. FinCEN said commenters warned the definition “could have a chilling effect on legitimate activity” and would bury institutions in paperwork.

Institutions would have had to hand over wallet addresses, transaction hashes, IP addresses and customer identity details.

The reversal also tracks White House policy. A July 2025 report from the President’s Working Group on Digital Asset Markets said “the Trump Administration supports the ability of lawful users of digital assets to privately transact on a public blockchain,” and urged the Treasury to reconsider the rule.

The report acknowledged that criminals use mixers to launder funds but noted that lawful users rely on them for financial privacy.

FinCEN isn’t giving mixers a free pass. The agency said illicit actors “continue to use mixers and other tools and methods to hinder law enforcement investigations.”

It added that it will keep watching for money laundering and terrorist financing and may act in the future.

Public Company Sells Part Of Its Gold Holdings To Buy Solana

30 September 2026 at 00:30

TL;DR

  • Digital Commodities has bought approximately C$100,000 of SOL, equal to about 5% of its estimated net asset value.
  • The Solana purchase was funded by selling part of the company’s physical gold position.
  • Bitcoin remains the foundation of its reserve strategy, with the company continuing to hold 11 BTC alongside cash.

A Canadian public company has made an unusual treasury trade: sell some physical gold and put the proceeds into Solana.

Digital Commodities announced on September 28 that it acquired approximately C$100,000 of SOL.

The position represents about 5% of the company’s estimated net asset value.

Bitcoin Stays In The Core Reserve

The Solana purchase does not replace Digital Commodities’ Bitcoin holdings.

The company says its reserve foundation remains anchored by 11 BTC together with cash.

Instead, management has created a second allocation for digital assets it believes could benefit from growth in artificial intelligence and blockchain infrastructure.

Solana is the first asset selected for that new bucket.

What makes the transaction interesting is the source of the money.

Digital Commodities funded the purchase by monetizing part of its physical gold holdings.

Corporate crypto treasuries normally raise cash through equity, debt or existing corporate reserves.

Moving directly from gold into SOL is a much more explicit portfolio allocation decision.

It effectively reduces exposure to one alternative reserve asset to increase exposure to a higher-risk blockchain asset.

Solana Is Being Treated As A Growth Asset

Digital Commodities is drawing a clear distinction between the roles of Bitcoin and Solana.

Bitcoin remains the reserve foundation.

SOL is being treated as a growth-oriented allocation tied to the company’s view that AI-driven economic activity will increasingly require blockchain infrastructure.

That thesis is still speculative.

AI applications do not automatically create demand for Solana, and SOL carries substantially more volatility and network-specific risk than physical gold.

The position is also small.

At roughly C$100,000, this is not a transformation of the company’s balance sheet.

But treasury strategies often become more interesting when the allocation logic changes rather than simply when the number gets bigger.

Digital Commodities is no longer treating digital assets as one undifferentiated category.

It is separating Bitcoin as a reserve asset from another group of tokens intended to capture growth.

The company says it may evaluate additional digital assets under that second tier as market conditions develop.

For now, Solana has the first slot.

And at least part of that position exists because the company decided it would rather own SOL than the gold it sold to pay for it.
