NIH to use part of its budget to pay for Department of Defense research

Late last week, word started leaking that the National Institutes of Health (NIH) had reached an agreement with the Department of Defense that would see part of the NIH's budget used to fund research at the Department of Defense. So, on the Friday just prior to a US holiday weekend, the Department of Defense released a copy of the agreementΒ and confirmed that it had been signed roughly a month earlier. The move is striking for a number of reasons, ranging from the existing budget disparities between the two parties involved to the fact that the money would be used for projects that the current NIH leadership has explicitly rejected.

The agreement itself sets up a system where the NIH would transfer money to the Department of Defense to fund staff and projects that would "support the advanced development of medical countermeasures against pandemic influenza, chemical, biological, radiological, and nuclear (CBRN) threats, and emerging infectious diseases." The money would come out of the budget for the NIH's National Institute of Allergy and Infectious Diseases, or NIAID, to which Congress has allocated $6.6 billion in 2026. The agreement is set to run for a decade.

Left unspecified is just how much of the NIAID budget will be spent on Defense projects. Reporting by Nature suggests that the Department of Defense was looking for up to a third of its total budget but was being told to settle for about 10 percent. There's obviously an enormous disparity between the budgets of these two agencies, given that the 2026 Defense budget is roughly $1 trillion. That budget is under considerable strain, however, due to the open-ended nature of the conflict with Iran. The deal has also been announced at a time when the NIH has been struggling to issue sufficient grants to use the money that Congress allocated to it.

I rented a car, and within hours, my driver's license was for sale

Not long ago, I rented an SUV from a well-known car rental company. Within hours of an employee scanning my driver's license, a high-resolution scan of my ID was available for sale on the dark web.

An exposΓ© published Tuesday by KrebsOnSecurity reports that my license was one of more than 153 million that were available through Nexus, the name of the new ID theft service. Like other driver's licenses available thereβ€”including some belonging to journalist Brian Krebs, his mother, an FBI assistant director, and several security researchersβ€”my license was purported to include multiple image files showing both the front and back of the ID. Besides a basic image scan, the files also captured the images in the infrared and ultraviolet spectrums. Presumably, the additional formats may allow cloned-based counterfeit IDs to pass hologram tests.

Meta makes AI glasses slightly less creepy with limit on nonconsensual recording

Meta is rolling out an obvious fix to make its AI glasses less creepy amid backlash over the glasses' non-consensual recordings that have flooded the Internet.

On Friday, The Verge reported that Meta closed a loophole that made it easy for smart glasses users to cover up an LED light that is supposed to alert bystanders that the device is actively recording. Meta had previously deactivated recording if a user attempted to start capturing video after placing a sticker over the light, but people quickly learned that they could get around that by reversing the order of the steps and covering up the light after they started recording.

In a post on Threads, Meta’s executive vice president of wearables, Alex Himel, explained that an update would be rolled out soon that ensures that β€œthe camera will now stop working if the light is covered during a recording." That way β€œthe capture LED can reliably alert bystanders when photos or videos are being captured for someone’s gallery,” Himel said.

AI agents meant to replace Meta workers made β€œlarge-scale, disruptive actions”

Earlier this year, Meta created a β€œplan” to reduce some of its teams by as much as 60 percent to make the company β€œAI native,” Reuters reported today, citing two people familiar with Meta’s internal affairs.

Reuters’ report highlights the challenges organizations face when analyzing the best uses for AI and determining when the technology is a better fit for certain tasks than employees.

Meta confirmed to Reuters that the plan, reportedly codenamed Project OT (short for organization transformation), explored scenarios in which Meta reduced some team headcounts by 60 percent and that the plan called for two rounds of layoffs. Meta wouldn’t confirm which teams Project OT affected.

AI is hitting entry-level jobs hardest, Stanford study finds

For years, AI industry watchers of all stripes have been warning of a coming jobs apocalypse driven by ultra-intelligent AI systems that will be able to replicate most human tasks more cheaply. Now, newly updated research from Stanford University economists suggests AI seems to be causing significant entry-level job losses for younger workers in some fields, even as older workers appear largely unaffected so far.

The August 2026 edition of "Canaries in the Coal Mine? Six Facts about the Recent Employment Effects of Artificial Intelligence" updates and revises a paper of the same name published last year with fresh data and refined statistics. In that update, the Stanford researchers find the employment trends they identified for entry-level workers last year are persisting and expanding. Specifically, employment levels for workers ages 22 to 25 in the most "AI-exposed" occupations are now 19 percent below those of their peers in fields less exposed to AI disruption.

Last year, that gap measured just 13 percent.

Putting mice into hibernation causes a major loss of synapses

Our leading hypothesis for how our memories are stored is that when you learn something, the connections among neurons involved get stronger and physically larger, and that constitutes the memory. The trouble is that these connections significantly change over timeβ€”they’re plastic.

β€œIf you compare the arrangement of these connections on day one with the same on day four or five, it's very, very different," says Kazumasa Tanaka, a neuroscientist at the Okinawa Institute of Science and Technology Graduate University in Japan. To learn how a memory that can last for years can sit on hardware that shifts every few days, Tanaka’s team made the shift a bit more dramatic. In a recent Science study, they induced a hibernation-like state in mice, which basically erased the state of more than half of their synapses. And yet the mice apparently have kept their memories.

Hibernation on demand

Hibernation is a specialty of squirrels, hamsters, and bears, but the neural circuit that triggers it is conserved across mammals, and is present in species that never hibernate in the wildβ€”like mice. In June 2020, a team of researchers led by Takeshi Sakurai, a neuroscientist at the University of Tsukuba and a collaborator on Tanaka’s study, developed a technique to artificially activate this hibernation circuit. This can be done by activating a population called Q neurons in a region of the hypothalamus.
